Biography

Victor Kattan is a Senior Research Fellow at the Middle East Institute and an Associate Fellow at the Faculty of Law at the National University of Singapore.

Victor was formerly Legal Adviser with the United Nations Development Program (UNDP) in East Jerusalem in the Occupied Palestinian Territories. He is the former program director of Al-Shabaka: the Palestinian policy network.

Victor was a Teaching Fellow at the Centre for International Studies and Diplomacy at the School of Oriental and African Studies (SOAS), University of London from 2008-2011. At SOAS he successfully defended his PhD on the history of partition in international law and graduated in 2012.  Victor had been awarded a three-year scholarship from the United Kingdom's Arts and Humanities Research Council (AHRC) to undertake his research.  He is currently preparing the manuscript for publication.  Victor has an LL.B (Hons.) from Brunel University, and an LL.M from Leiden University.

Victor was a Research Fellow at the British Institute of International and Comparative Law on their Human Rights in Iran project from 2006-8.

From 2004-2006, he worked for the London based Arab Media Watch.

In 2003-4, Victor worked in the Occupied Palestinian Territories as a UNDP TOKTEN consultant on secondment to the BADIL Resource Center, a non-governmental organisation specialising in Palestinian refugee rights.

Victor is the author of more than a dozen scholarly articles on the Arab-Israeli conflict in international law journals, and has published many articles in the popular media. His book From Coexistence to Conquest: International Law and the Origins of the Arab-Israeli Conflict 1891-1949 was published in June 2009 by Pluto Press.  It has been positively reviewed in The American Journal of International Law, The British Yearbook of International Law, The European Journal of International Law, The Leiden Journal of International Law, Revue Belge de Droit International, The Berkeley Journal of International LawThe Osgoode Hall Law Journal, The Cambridge Student Law Review, The Journal of Peace Research, Middle East Policy, and The Journal of Palestine Studies. The book has also prompted the publication of two extended review essays in The Modern Law Review and in The Journal of Social and Legal Studies.  Victor also compiled an edited collection of legal articles in The Palestine Question in International Law, which was published by The British Institute of International and Comparative Law in May 2008, and which was debated in the Israel Law Review.

Victor was previously an editor of the Yearbook of Islamic and Middle Eastern Law.
